EV Charger & Off-Peak Load Control Installation – Canby, MN
When Marcus in Canby, Minnesota decided to add a dedicated 50-amp EV charger outlet in his garage, the project turned out to involve a lot more than just running a wire. His home was already set up with an Otter Tail Power off-peak electric water heater controlled by a utility load control radio receiver. Adding a high-draw EV charger circuit meant we needed to redesign the load control system, migrate the water heater, prep the main panel for the new breaker, and coordinate directly with the utility company – all before we could install the outlet itself.
This is the kind of project where experience with utility coordination, load management systems, and NEC code compliance really matters. Here’s how we handled it.
The Starting Point
Marcus’s home had a dual meter base on the exterior wall – one for the main house service and one for the off-peak water heater. The existing Otter Tail Power Comverge load control receiver was mounted on the wall between the meters, controlling when the water heater could draw power based on the utility’s off-peak rate schedule.

To add the EV charger, we couldn’t just throw a 50-amp breaker in the panel and call it done. The water heater had to be migrated off its separate meter and onto the main panel, the load control receiver needed to be relocated into a proper outdoor enclosure with contactors to switch both the water heater and the new EV circuit, and the panel itself needed space preparation and new breakers.
Custom Dual-Contactor Load Control Enclosure
The centerpiece of this installation was a custom-built outdoor NEMA 3R isolation enclosure mounted directly below the electric meters on the exterior wall. Inside, we installed two commercial-grade definite purpose contactors:
- 60A Square D Contactor (EV Charger) – Controls the 50-amp EV charger circuit, allowing the utility to shed the EV load during peak demand periods.
- 40A Honeywell Contactor (Water Heater) – Controls the migrated electric water heater circuit under the same off-peak rate program.
Both contactors are driven by the Otter Tail Power Comverge radio receiver, which sends signals from the utility to cycle loads on and off during peak hours. By mounting the enclosure back-to-back with the interior main panel, all switching loops and control wiring route straight through a single wall penetration – keeping everything grouped per NEC 300.3(B) and making the entire system clean, accessible, and easy to service.


Panel Prep and Wiring
Inside the house, the Square D QO load center got a full workup. We installed the new 50-amp EV charger breaker, migrated the water heater circuit from its old separate disconnect onto the main panel, and added a dedicated 2-pole 15A control power breaker to supply the contactor coils in the outdoor enclosure. Three liquidtight flexible conduit runs were routed cleanly down the backboard to carry the switched EV feed, the switched water heater feed, and the control circuit through the wall to the outdoor NEMA 3R box.


The 50A NEMA 14-50 EV Charger Outlet
The final piece was the outlet itself – a dedicated 50-amp NEMA 14-50 receptacle installed in the garage on a surface-mount metal box with a painted conduit run. This is the same outlet type used by Tesla, ChargePoint, and most other Level 2 EV chargers. Marcus supplied his own charger, so we provided the dedicated circuit and receptacle ready to plug in and go.

Utility Coordination and Off-Peak Savings
A big part of this project was working directly with Otter Tail Power’s load management team to make sure the new contactor system met their program requirements. By enrolling the EV charger in the off-peak load control program alongside the water heater, Marcus qualifies for Otter Tail’s off-peak rebate – which helps offset the installation cost and lowers his ongoing electricity rates for EV charging.
We also designed the contactor layout and wiring to be forward-compatible with Otter Tail Power’s upcoming Landis & Gyr radio receiver rollout, so when the utility upgrades their equipment in the future, the transition will be straightforward.
